GUIDE for hate crime & racist violence 2024
Find below in multiple languages an updated guide about fighting hate crime and racist violence in Greece, a project supported by the European Network Against Racism ENAR:
Based on the workshop / informative session held on Tuesday, February the 20th, 2024 in GFMs offices, with the migrant communities-members of our union, concerning fighting racist violence, the following guide was published in multiple languages to serve our communities-members:
TALKING ABOUT RACIST VIOLENCE: When the perpetrator targets the victim because of their race, color, national or ethnic origin, religion, disability, sexual orientation, gender identity or characteristics.
Basic forms of racist violence:
Hate Crime (or racist crime) is any crime* with racist characteristics such as the above (Α.82Α of the Greek Criminal Code).
Hate speech is any public form of expression of speech that promotes or causes discrimination, hatred or violence against people who belong to social groups vulnerable to racism and are identified based on the above characteristics (The criminal aspect A. 1 of Law 927/1979, as valid until today).
* crime: murder, injury, threat, damage, rape, sexual assault, theft, robbery, arson, indecent assault, assault, domestic disturbance, etc.
Hate crime is punished more severely.
Hate speech is not an opinion, it is a crime.
Reporting saves lives! Get informed:
ARE YOU A VICTIM OR A WITNESS & IN DANGER?
- Call 100 (Hellenic Police - EL.AS.)
Are you NOT in immediate danger?
- Call 11414 (24h Hellenic Police Hotline for Racist Crime). Report it even ANONYMOUSLY.
- Call the Hate Crime Unit of the Hellenic Police, at 2106476750 or send email: hatecrimesunit@astynomia.gr or visit the Unit’s offices (L. Alexandras 173, Athens, 6th floor, metro station Ampelokipoi)
- Send online message at the Racist Violence Recording Network - RVRN: https://rvrn.org/el/contact-us/
- Call a member of RVRN’s Network, ex. the Greek Forum of Migrants, 2108831620 or send email: info@migrant.gr
- Contact HIAS Hellas: provides free legal and psychological support to victims of racist violence, with an interpreter / Farsi: 6947 680368, French-Ukrainian: 6942 248387, Arabic-English: 6944 134335]

ARE YOU UNDOCUMENTED?
- Call 11414 or 210647675 (Hate Crime Unit) and inform them. They can protect you. The victims and witnesses of racially motivated crimes and hate speech are protected by law (Law 3907/2011), and also they are granted a residence permit for humanitarian reasons (Law 4251/2014). The Hate Crime Unit of Hellenic Police can escort you safely in its offices.
- If you don`t want to contact a state’s service, ask a friend to mediate or contact your community and call the Greek Forum of Migrants or another member of the Racist Violence Recording Network - RVRN to get further instructions.
- IN ANY CASE:
ASK FOR THE COPY OF YOUR REPORT, in order to have it as a temporary proof of identity, for any random police checks.
IMPORTANT:
- If the perpetrator is a police officer or civil servant, all above services follow the exact same procedure.
- If the incident takes place on a bus or on the road, the Unit’s investigation can identify the perpetrators.
- You can report an incident up to 3 months after it happened.
RACIST BULLYING at school: What can I do?
If the school cannot resolve the situation, and if the parent does not wish to make an official report (lawsuit), call 11414 or an RVRN’s Network member for proper guidance. When the perpetrator is an adult (teacher or principal), a recommendation can be made by the Greek Police to the school management (even without filing a lawsuit).
